Since the establishment of the Taiwan Tobacco Monopoly System in 1905, it has facilitated the construction of the Taipei Tobacco Factory in 1911, not only for the Taiwan market, but also for Central and South China and even Southeast Asia. In 1937, the Governor’s Office of Taiwan’s Bureau of Monopoly and the Songshan District also established the “Tongshan Tobacco Factory”, which was later renamed “Taiwan Provincial Tobacco and Wine Bureau, Songshan Tobacco Factory”. Songshan Tobacco Factory is a pioneer in Taiwan's modern industrial plant and is also the first professional cigarette factory. Matsuyama Tobacco Factory is a "Japanese modernist" building. It is elegant and simple in appearance. The stone bricks and glass used in the factory are specially tailored materials. In addition to advanced equipment, the factory also pays attention to the welfare of its employees. It has established staff quarters, nurseries, and welfare institutions in the factory. Matsuyama Tobacco Factory began production in 1939 and produced various brands of cigarettes, cigars and other products.

However, under the influence of tobacco and alcohol sales reform, urban planning, and reduced demand, the Songshan Tobacco Factory ceased operation and was incorporated into the Taipei Tobacco Factory, officially entering history. Until 2001, the Taipei City Government designated the Songshan Tobacco Factory as a designated historic site, including an office, a tobacco factory, a boiler room, and No. 1 to No. 5 warehouses as the noumenon, and a lotus pond, a transportation track, and a new warehouse after the restoration. Monument preservation area. In 2011, the outsourcing operation management of the Cultural Affairs Bureau transformed the Songshan Tobacco Factory into a Songshan Cultural and Creative Park.

In the park, another part of the building is opened to provide businesses in different fields, including cafes, restaurants, glass craft shops and so on. In 2013, Taipei’s Wenchuang Tower and its Eslite Pines shop on the first floor also opened in the park to provide richer design products, various hand-crafted experiences, and film and television entertainment.
